I really think you should let this be the guy that got away, if you want to test the waters, ask him to watch a movie, or go to coffee and see how it goes.
But you really do not have the right, to be the one to pop the question, plus if he says no it will add to your hurt, it will be bigger than it was last time.
I think you should ask him to chill but expect nothing out of it, dont try and hold his hand, play with his hair, go for a peck, and dont mention that you still love him or anything, just be friends and let him decide if you to have a future
